Apart and cleaned the contacts JIC that was the problem. Reassembled it and reinserted the battery. Still didn't work. Took the battery cover off and jiggled the battery around. I was able to get the '0' to show in the display (when it's working properly) but that wouldn't stay. Tried to add shims to position the battery so it would work continually. Nothing I tried worked.

Things to watch out for: 1. The nicad batteries leak and corrosion can be a problem to the battery contacts. The ON/OFF switch has too much grease when applied at the factory. To take it apart, you must remove 6 case screws and 8 inner screws, then wipe off the grease.
Two of the case screws are under the label. Two more are under the lower feet.
